Built by the Ministry of Works for the State Service Commission,(1987) this is now the corporate home of the New Zealand Rugby Union which administers the game of rugby union at the national level.
In the forecourt sits a statue of Keith Holyoake a long-serving member of Parliament who was Prime Minister in the sixties and later the Governor-General.
