The partnership of Gabites Toomath Beard Wilson, project architect Bill Alington, designed the Civic Centre Council Chambers and Civic Hall in the Brutalist fashion of the time (1972). The art gallery and 200-seat theatre complex (2003) known as Expressions (Whirinaki) was designed by Architecture +. Both parts of the Civic Centre have won architecture awards. LLTM p204 The Upper Hutt Police Station across the road has a brutalist style consistent with the Civic Centre.
Expressions Gallery includes in its collection work from the Pumpkin Cottage group: early New Zealand impressionist paintings.
