The Non-Pier

There was acrimony in Napier when this structure was built. Some expected it to be a pier but you can't fish from it; it doesn't extend into the sea beyond the high water mark.
Officially it is called a viewing platform and does seems to be valued for providing a different perspective on the town.

Why is it here? Look and you will see that it is a disguise for a storm water outlet.
