The Council building and Performing Arts Centre are a 1982 Warren & Mahoney design, which was a winner in it's time, a winner of a design competition in fact, but did not survive into the earthquake conscious phase.
All the functions of the Council are grouped around a three-storied atrium. The Civic Theatre section, which faces onto Fenton Street, had already been upgraded into the Howard Morrison Performing Arts Centre.
The Arts being refurbished in 2019 and 2020 after earthquake concerns closed them in 2017.
The Architects chosen for the refurbishment, Shand Shelton, are specialists in live performing spaces. Their plan blows open the formerly curved entrance, with the stripped classical and spanish mission elements to be obliterated by a modern glass frontage. Internal improvements to the theatre and concert chamber will also be significant,
